Tagging at least some common values allows building a set of default values for each area. In one region, it may be obvious that all highway= tertiary are paved and all highway= track are not paved, but this kind of assumption does not work worldwide. It is highly recommended to add tags describing road quality, such as surface=*. Some highway= primary roads in parts of Africa, Asia, South America, Canada, Alaska, Australia and Iceland are unpaved.
